On 5 November 2025, the Federal Council submitted a comprehensive revision of the Federal Act on the Electronic Patient Dossier (EPDG) to Parliament, proposing to replace the current electronic patient record (EPD) with a new electronic health record system (Elektronisches Gesundheitsdossier, E-GD). The reform addresses the EPD’s limited uptake and aims to strengthen the digitalisation of health data in Switzerland.
The proposed legislation introduces an opt-out model, automatically providing free electronic health records to all residents, who retain the right to object. It also requires all healthcare professionals and institutions billing MHI to connect and upload relevant treatment information.
If approved, the centralized framework could launch around 2030. The federal government would assume greater responsibility for the technical infrastructure and governance. This shift aims to ensure nationwide interoperability, reduce administrative overhead, and significantly improve operational efficiency compared to the EPD’s decentralized rollout.
